We also enjoy visiting Buyrite and wish we had one up north! dadhibb Hadleigh UK In trying to make my decision as to whether Tesco’s would be a Good Thing or Bad Thing for Hadleigh, I have been to the Babergh offices, read through all the reports and examined the drawings. It is clear that Tesco’s are extremely keen to enter the Hadleigh market. Babergh also support a supermarket based upon our needs in an equation relating to ‘retail floorspace’. The view is that we don’t have enough floorspace in Hadleigh to cater for the needs of the 25,000 or so local people who consequently do their supermarket shopping in either Sudbury or Ipswich. Babergh also believe that a new Tesco’s here will re-direct such shoppers to Hadleigh, and this will have a positive spill into the High Street. This seems to be the main argument for avoiding the ‘out of town’ BuyRight site. The proposed Brett Works location is favoured due to its proximity to the High Street, with environmental arguments (and even government policy on flood plains) taking a back seat. Tesco have made a website http://www.brett-works.co.uk where you can read their case. From following the debate in HCN for a few years it seems that the voice of the locals falls into two camps: the first is led by Mr RHH Smith, of the Tesco’s Supporters Group, who says that 70% of Hadleigh residents want Tesco’s. The Hadleigh Society and the majority of Hadleigh Town Council – with the exception of my neighbour and friend Keith Grimsey - take a different view. So who’s right? Tesco’s undoubtedly gives the customer (and shareholder) what he wants. This will not alter with Hadleigh. Residents will enjoy high quality produce at low prices. But the aim of all supermarkets is to win as much business as possible from local independent retailers and they do this by offering comparable but cheaper goods. So the real question here is: are those in favour prepared to pay the other price? Building a store in the town centre will not improve the situation for local retailers. You only need look as far as Stowmarket to see what eventually happens. I believe the location argument to be at best spurious. I am old enough to remember the market town I grew up in (Ringwood) 15 years before Sainsbury’s arrived. They too built right in the town centre, with a huge car park where nobody else had dared build (a flood plain). The arguments used were eerily similar. But local independent retailers were slowly squeezed out over the years and Ringwood, as it used to be, is now lamented by the same locals who thought it would be great not to have to go the 12 miles to Bournemouth. This convenience has been gained at the cost of their surroundings and community. Somehow the community has been damaged because the High Street no longer has anything local or human about it: it is impersonal. Was this the envisaged endstate when locals, back in the late 70’s, talked about dragging Ringwood into the 20th Century? And then there’s the question of ethics. If you knew how Tesco’s got such low prices would you still shop there? If you did still shop there, would you be more selective over what you bought there? Most people do care about ethics: evidence shows that the majority are prepared to pay a little bit more for goods carrying the Fairtrade mark and this, surprisingly, is not income-related. Yet one of Hadleigh’s own local fruit farmers could testify to Tesco’s unfair practices. If people were aware of these practices on their own doorstep perhaps they would buy such produce elsewhere. But there is no sticker on your apple saying “bought at half contract price from a local farmer due to not quite matching our housewives apple colour chart, which we introduced on the day of collection.” Growers and suppliers have asked for an independent regulator to protect them from exploitation by the company. At Tesco’s AGM last June, a farmer brandished perfectly good potatoes at the Chairman for similar reasons. Far from encouraging the local economy the evidence shows that they are drained by the gradual ‘Tesco-isation’ of Britain. We now spend every £1 in £8 at Tesco’s. So I shop as much as possible in the High Street. But I admit that we do also shop at Morrison’s, Asda, Tesco’s & Sainsbury’s Ipswich, so surely I’m a hypocrite? Well, perhaps a bit, but I try to support Hadleigh’s independent retailers, its butchers, newsagents, grocers and so on, by being selective over what we spend our money on in the Ipswich supermarkets. I know that not everyone has that choice, but surely not 70% for the sums we are talking about? I too hope that, post-enlargement, our Co-Op will try to be more competitive; we would rather not have to take the weekly ‘goat track’ through Hintlesham either. But we would rather do this than suffer the alternative. What about the other arguments? The 200 jobs Tesco’s will create here will be offset by the 200 lost, judging by national statistics (Corporate Watch). Then there are the environmental concerns of access, lighting, noise, pollution & traffic. Although the High Street seldom floods, Bridge Street does and narrowing the cannel downstream can’t help, surely? Whether you consider the river walk important or otherwise, the effect on local wildlife will be real and significant. I don’t pretend to have completely understood the traffic survey flow arrows and diagrams in the report but I wonder if the Inspector questioned the science used in them, or was even competent to do so? It seems obvious to me that traffic will increase. Tesco's own arguments demonstrate that 25,000 extra people could come into Hadleigh. The plan has parking only for an extra 220 cars. And what about access from Layham and areas to the south of the town? The traffic in the High Street is already heavy. Best not even mention Benton Street. Of course this will cause friction, noise, pollution and damage to the town’s buildings, many of which we should be seeking to preserve and protect for future generations. Hadleigh High Street is thriving because of its independent retailers. The value that they offer, although not always competitive with giants such as Tesco’s, is more difficult to measure, because it is more than monetary. They are the lifeblood of the community. Without the interaction that happens in them and on their doorsteps the community undeniably deteriorates. Whatever Tesco’s may claim now, it is these people that are firmly in their sights. It’s a long game. For the moment I have landed on the side of No Thank You because I believe it is not in the interest of Hadleigh, in the long term, to have such a predatory giant in or near to our town. Even with license restrictions he will eventually find a way to stretch his limbs. But whatever the outcome, my only interest is in the future of the town and the community that underpins it, making it a personable, friendly and pleasant place in which to live and raise a family. I spent nearly 20 years in the Forces, living all over the UK, Europe and elsewhere and have seen dozens of communities. I settled here in Hadleigh because it is very special by comparison. I too could be slightly better off if I always shopped elsewhere but I make a small sacrifice to help keep Hadleigh’s heart beating. 20 years after Ringwood’s experience its residents can only claim to know the price of everything and the value of nothing. The work began in January 2004 and was completed almost on schedule at the end of September. Around 80 people enjoyed a supper before listening to the Impact Singers from Arad in Romania and Pastor Steve Wyncoll from Waldringfield. As the youngest (Abigail Frost) and oldest (Eddie Rose) members of the Church held the ribbon the Town Mayor, David Grutchfield, along with the Deputy Town Mayor, Jean Chapman, officially opened the premises. The opening was the culmination of a week of thanksgiving with special events in the Church. A Bible & Christian Heritage Exhibition took place and the premises were open for viewing to the public. A thanksgiving service was held on Wednesday evening as the Church gave thanks to God for the way that He has helped them complete the work. The Church agreed designs and details of the extensions and refurbishment of the Chapel premises on 20th November 2002. Then in the summer of 2003 a tender process took place with five local building contractors. On 24th November 2003 the Church agreed to begin the work in 2004 and awarded the contract to Needhams Contracts Ltd from Ipswich. Downey & Warren Chartered Quantity Surveyors from Ipswich and Roger Balmer Design from Higham have managed the work. The work comprised of three phases and has taken 35 weeks to complete. First Phase: Rear extension – first floor extension above existing schoolroom providing the Church with a large lounge and small kitchen and an upgrading of the ground floor. Second Phase: Chapel alterations – removal of pews and pulpit, installation of new platform, new chairs, new deeper baptistry, carpeted floor, redecoration, insulation of Chapel ceiling, improved sound system and lighting. Third Phase: Kitchen & toilet extension – new larger kitchen, ladies, gents and disabled toilets. A large storage area and covered walkway down the sides of the Chapel. An upgrading of the existing heating system has been included in the work and a new fire detection system installed throughout the building. On my first night I was woken at 1.30am by a series of explosions, I counted 12, thunderflashes I think. This was followed by cars and motorbikes racing up and down George St. where I was staying. The next night only 4 explosions with more racing vehicles. I was told that this is a regular event epecially at week ends. If this took place in a city then armed police would have been out in force to deal with the terrorists! But in Hadleigh no manned police station! No wonder those that choose to act out at night do so with impunity.
